JOB TITLE: OPERATIONS DIRECTOR

SUMMARY OF DUTIES AND RESPONSIBILITIES
JOB FUNCTION: Under direct supervision of the Executive Director, is responsible for providing coordinated support and coverage with the Program Director in the absence of the Executive Director. In addition, the Operations Director is responsible for facility security, auditing and management of the physical plant, supervision of the facilities department, medical department, cognitive behavioral department, accreditation and the operation of food service. The Operations Director is responsible for creating and fostering an environment that is conducive to the goals and mission of the West Central Community Correctional Facility.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. ADMINISTRATIVE
- Assists the Executive Director in the ongoing analysis and development of goals, objectives and mission of the organization
- Assists the Executive Director in the development and monitoring of the annual operating budget/grant
- Plans and organizes the operational aspects of the facility.
- Ensures comprehensive policies and procedures are established and maintained that govern the efficient operation of departments within the scope of responsibility.
- Deploys staff resources so as to maximize efficient and cost effective use of talent and management of public funds
- Participates in director, coordinator, supervisor, team, and all staff meetings.
- Prepares reports on programs and duties assigned.
- Serves as liaison to other programs and facilities.
- Evaluates organizational effectiveness on an on-going basis.
- Attends community meetings and functions in support of the organization.
- Is directly responsible for facility security/operations, accreditation, cognitive behavioral department, management of the physical plant and the operation of the food service, and maintenance departments.
- Acts as a key spokesperson for the program
- Assures that all minimum standards from State, Federal and Local authorities are maintained.
2. MANAGEMENT AND SUPERVISION OF STAFF
- Provides direct supervision for multiple positions as defined in the Table of Organization
- Completes annual evaluations for those directly supervised
- Identify problems and ensure appropriate actions are implemented.
- Prepare work schedules and assign staff duties.
- Recruits, selects, and hires qualified personnel
- Takes disciplinary action whenever necessary to ensure the integrity of the program
- Defines goals and objectives of the department/facility and evaluates performance of employees
3. FACILITY OPERATIONS
- Manages daily operations of the facility in accordance with approved policies and procedures.
- Ensures that Community Based Correctional Facility (CBCF) Standards and related policies and procedures are consistently and uniformly followed and that all staff remain security conscious.
- Maintains inventory control and supply information for the facility
- Ensures that the overall sanitation, security and safety of the facility are maintained at all times.
- Provides for a safe working environment for all staff members, residents, visitors and volunteers.
- Provides quality assurance measures for shift brief, facility logs, medical documentation, and reports for timeliness, accuracy, and quality.
- Monitor residents and insure that all operational/security policies and procedures are followed by staff.
- Discipline residents and participate in disciplinary hearings.
- Monitor work details and special activities.
- Develops policy and procedures and insures that staff is properly trained and follows established procedures.
- Ensures that all policies are in compliance with standards set by the American Correctional Association, State of Ohio, Ohio Department of Rehabilitation and Correction, and PREA.
4. Cognitive Behavioral Functions
- Each employee understands his/her role in using cognitive behavioral interventions and develops the necessary competencies to successfully function in the program.
MINIMUM EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED
- Knowledge of administrative functions, management and supervision, adult criminal justice and corrections system, behavior science, and fiscal management.
- Bachelor’s Degree Preferred; should have at least seven years of corrections experience. Law Enforcement, Criminal Justice, Residential Treatment, and Facility Operations Experience may also be acceptable
- Three years staff supervision/management experience required.
- Skills require the ability to analyze, plan and implement effective operations/programming techniques that may include coaching, counseling and positive reinforcement, as required through three years training/experience.
- Interpersonal communication skills requiring ordinary courtesy and tact are necessary to communicate effectively with staff, residents, families, social service/criminal justice agencies and the general public.
- Knowledge of public administration, management, statistics, government agencies and institutional support functions.
- Knowledge of and ability to implement problem-solving principles appropriate to correctional environment.
- Skills in written and oral communications.
- Knowledge of minimum-security facility operational functions/needs and standards.
- Knowledge of legal liabilities of a correctional facility.
- Ability to remain calm in tense situations.
- Ability to delegate authority and responsibility.
- Valid State of Ohio driver’s license.
WORKING CONDITIONS
Potential exists for exposure to disease/illness, office-space accidents.
