SUMMARY OF DUTIES AND RESPONSIBILITIES
The Executive Director shall control, manage, operate and have general charge of the facility and program and shall have custody of its’ property, files and records. The Executive Director shall ensure that all policies and procedures established and approved by the Facility Governing Board are fully implemented.

ESSENTIAL DUTIES AND RESPONSIBILITIES
ADMINISTRATIVE
- Articulates and refines the mission statement and goals/objectives of the facility.
- Maintains regular communication with the Facility Governing Board and ensures facility compliance with policies, procedures and other regulations and the development of short term and long term goals.
- Communicates with appropriate members of the Ohio Department of Rehabilitation and Correction on a regular basis, ensuring compliance with Department rules, regulations and standard(s) and serves as the Facility Governing Board’s authorized representative in all matters before the Department.
- Reviews data and information maintained by the program for planning purposes.
- Evaluates organizational effectiveness on an on-going basis.
- Involves stakeholders in the planning process, i.e., the Facility Governing Board, the Adult Probation Department, Ohio Department of Rehabilitation and Correction, the Judicial Advisory Board, West Central staff, etc.
- Reviews and conducts a cost analysis of the organization in an effort to keep cost per offender low.
- Selects method of service delivery based upon options available.
- Establishes a written Code of Ethics and organizational values upon which the program operates.
- Modifies policies and advocates legislation as needed to more effectively serve the community and the residents.
- Ensures a timely and accurate completion of facility grant applications, operating budgets annual evaluation reports and other documents relating to facility fiscal accountability or program performance.
- Approves purchase orders and financial transactions.
- Approves contracts or memorandum of understanding entered into with outside agencies.
- Participates in relevant professional organizations and attends meetings, conferences, workshops and seminars sponsored by professional organizations.
- Implements performance evaluation system to ensure the maintenance of professional standards in the conducting of business in the facility and to maintain accreditation and compliance with standards of the industry.
- Acts as the agency spokesperson as it relates to communication with the media.
- Participates in site selection, building, renting, construction and facility maintenance processes.
- Serves as a representative of the facility, displaying compassion, fairness, integrity and professionalism in all interactions with facility staff and general public.
- Works to advocate for and educate others about West Central Community Correctional Facility and community corrections in general.
- Serves on and leads committees/boards as approved or directed by the Facility Governing Board.
- Acts as a representative of the Facility Governing Board, County Criminal Justice system or County government leadership as requested and approved by the Judicial Advisory Board.
- Attends ceremonies and social functions as appropriate and/or requested.
MANAGEMENT AND SUPERVISION OF STAFF
- Maintains overall responsibility for facility personnel, including hiring, promotion, disciplinary action up to and including termination, hours of work and facility assignments.
- Develop appropriate recommendations for staff salary ranges submitted to the Facility Governing Board for approval.
- Provides direct supervision for multiple positions as identified in the Table of Organization.
COGNITIVE BEHAVIORAL FUNCTIONS
- Each employee understands his/her role in using cognitive behavioral interventions and develops the necessary competencies to successfully function in the program.
MINIMUM EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED
- Masters of Science or Arts Degree in Criminal Justice, Public Administration, Social Services, Corrections or related field is required.
- Five to ten years experience in the field of Community Corrections, Corrections/Law Enforcement or Residential programming is required.
- Five to ten years of supervisory/management experience is required.
- Experience in budget preparation, chemical dependency, human resources is preferred.
- Knowledge of court operations, criminal justice and community corrections systems.
- Computer knowledge to include but not limited to: Microsoft Office, Lotus Notes, virtual meeting equipment, standard office equipment operation.
- Strong verbal and written communication skills.
- Highly developed organizational leadership skills.
- Familiarity with applicable laws, regulations and standards pertaining to community based correctional facilities and rehabilitative treatment programs.
- Ability to cooperate and interact with elected or appointed public officials (including judges, county institutions, members of media or citizens of the community.
- Possess strong interpersonal communications and conflict resolutions skills.
- Knowledge of grant and proposal writing, budget preparation and cost benefit analysis.
