JOB TITLE: Mental Health Manager

SUMMARY OF DUTIES AND RESPONSIBILITIES
JOB FUNCTION: Under the direct supervision of the Deputy Director, the Clinician is directly responsible for providing mental health assessment and /or treatment for West Central residents. The Clinician is responsible for quality assurance tasks to ensure resident’s services meet appropriate practice standards and policies. The Clinician is expected to participate in activities which foster a safe and secure environment that is conducive to the goals and mission of West Central Community Correctional Facility.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. ADMINISTRATIVE
- Assists the Deputy Director in an on-going analysis and development of clinical goals & objectives;
- Participates in department, team/crew, and all-staff meetings as scheduled;
- Assures that facility policies & procedures are established and maintained in accordance with all applicable governing boards and federal, state & local authority;
- Collects, prepares, submits timely monthly, quarterly and annual reports;
- Prepares documentation for audits.
2. MANAGEMENT AND SUPERVISION OF STAFF
- Participates in the implementation of the quality assurance program for the facility;
- Takes disciplinary action, as appropriate, to assure the program’s integrity.
3. PROGRAM OPERATIONS
- Assists in planning, developing, and implementing treatment for all residents;
- Conducts clinical assessments and identifies methods and procedures for obtaining corroborative information;
- Identifies treatment methods and resources to be utilized;
- Provides individual counseling sessions;
- Facilitates group sessions;
- Provides case management services by coordinating with other agencies, resources and professionals toward the achievement of established goals;
- Responds to crisis situations and uses appropriate crisis intervention techniques;
- Assists Counselors and Reentry Case managers in aftercare planning;
- Writes reports, progress notes, discharge summaries, mental health evaluation and other client related data;
- Coordinates with operations staff;
- Monitors treatment records according to policy and accreditation standards;
- Maintains strict confidentiality with respect to information obtained and processed in the operation of the facility.
4. FACILITY OPERATIONS
- Creates and maintains a working environment for effective communication among staff;
- Monitors residents and ensures that all operational policies and procedures are followed;
- Supplements facility coverage as needed for operational safety and security;
- Utilizes audio-visual and computer equipment appropriately, on an as needed basis;
- Transports residents as necessary.
5. COGNITIVE BEHAVIORAL FUNCTIONS
- Each employee understands his/her role in using cognitive behavioral interventions and develops the necessary competencies to successfully function in the program.
6. PROGRAM EVALUATION
- Maintains accurate monthly statistics for clinical reports;
- Participates in continuous quality improvement activities relevant to clinical services.
7. MINIMUM EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED
- Working knowledge of present and evolving clinical assessment & treatment services, including chemical dependency, cognitive behavioral therapy, mental health, family systems, and criminality;
- Master’s Degree in social work or related degree;
- Licensed as a psychologist, professional clinical counselor, or independent social worker required;
- Additional chemical dependency license preferred;
- Working knowledge of Core Correctional Practices and cognitive behavioral interventions;
- Working knowledge of 12-Step recovery programs;
- Ability to develop, implement and evaluate clinical services;
- Interpersonal communication skills required to engage and sustain working relationships with residents, residents’ families, staff, community resources and the general public;
- Knowledge of, and ability to implement problem-solving principles and counseling techniques appropriate to a correctional environment;
- Ability to read and prepare reports, mastery of written communication;
- Valid State of Ohio Driver’s License required;
- Ability to facilitate groups;
- Skill in the use of personal computers and related office software.
WORKING CONDITIONS
- Potential exists for exposure to disease/illness;
- This is a minimum-security facility; therefore all outside access doors are locked at all times.
