**This is a grant funded position provided by the Ohio Department of Rehabilitation and Corrections (ODRC) from December 1, 2017 – June 30, 2019. ODRC will monitor the program and ensure compliance with all relevant standards. Additionally, continuation of the program beyond grant completion is subject to determination by ODRC and participating courts.
SUMMARY OF DUTIES AND RESPONSIBILITIES
JOB FUNCTION: Under the direct supervision of the Program Coordinator, assists in the implementation of program services in the community including, but not limited to, chemical dependency, cognitive behavioral interventions, mental health and family counseling. The position is responsible for completing initial paperwork to register a participant for the Probation Incentive Program. They serve as an “in reach” worker in meeting with those individuals currently incarcerated and helping to link to the probation incentive program and community resources in the home county of the participant. The Intervention Specialist is expected to participate in activities which foster a safe and secure environment that is conducive to the goals and mission of the program and the referring counties. The position is responsible for transporting residents from West Central to community agencies for the purposes of reentry. This individual will work in coordination with the Judges, Court Personnel and Probation Incentive Case Managers in Delaware, Champaign, Logan, and Union Counties.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. ADMINISTRATIVE
- Participates in supervisor, team/section, and all-staff meetings as scheduled;
- Assures that program policies & procedures are established and maintained in accordance with all applicable governing boards and federal, state & local authority;
- Serves as a liaison to Judges, probation staff, contract providers, and West Central
- Collects, prepares, and submits timely monthly, quarterly, annual reports as directed.
- Will follow and comply with all West Central policies and procedures.
2. PROGRAM OPERATIONS
- Reviews documentation on participants during screening process and those assigned to the program;
- Conduct initial interviews and assessments to initiate participant into the program
- Prepares treatment updates/progress reports for referring and supervising authorities;
- Reviews resident reports and/or requests;
- Monitors treatment records according to policy and accreditation standards;
- Ensures confidentiality with respect to information obtained and processed in the operation of the program;
- Documents release of information prior to making contacts with community resources
- Communicates with probation staff, probation incentive staff and the courts in regards to progress of each offender
- Coordinates referrals for chemical dependency, mental health, and family counseling as needed.
- Transports eligible residents from West Central to local community resources such as employment agencies, probation incentive offices, mental health/AOD counseling, etc and returns them to the facility following West Central procedures and policies.
- Assists in covering caseload duties of Case Managers if they are absent. This includes assessment, treatment planning, case management, individual intervention, and documentation.
- May need to enter jails in order to re-engage program participants prior to their return to the community
3. COGNITIVE BEHAVIORAL FUNCTION
- Each employee understands his/her role in using cognitive behavioral interventions and develops the necessary competencies to successfully function in the program.
- Facilitates cognitive behavioral treatment groups, uses cognitive behavioral interventions in individualized settings, provides appropriate reinforcement and disapproval to program participants as needed
4. PROGRAM EVALUATION
- Participates in continuous quality improvement activities relevant to services.
- Completes monthly, quarterly, and annual reports which reflect the programs participation, successful completions, group hours, individual hours, and success in meeting program goals.
MINIMUM EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED
- Working knowledge of present and evolving clinical assessment & treatment services, including chemical dependency, cognitive behavioral interventions, mental health, family systems, and criminality;
- Ability to facilitate cognitive behavioral treatment groups
- Interpersonal communication skills required to engage and sustain working relationships with participants, participants’ families, other program staff, probation and court staff, community resources and the general public;
- Knowledge of, and ability to implement, problem-solving principles and counseling techniques appropriate to the criminal justice population;
- Ability to read and prepare reports, mastery of written communication;
- Valid State of Ohio Driver’s License required; Ability to safely transport residents from the facility to community agencies
- Associate degree in related field or equivalent work experience; Bachelor’s Degree in a Social Science preferred;
- Licensure from the State of Ohio Counselor and Social Work Board (LSW/LPC) or license from the Ohio Chemical Dependency Professionals Board (CDCA, LCDC II, LCDC III, LICDC) preferred , willing and eligible to become licensed by the Ohio Chemical Dependency Professionals Board if not already in process;
- Skill in the use of personal computers and related office software;
- Certified in ORAS, or willing to become certified
- Certified Thinking For A Change Facilitator, or willing to become certified
WORKING CONDITIONS
- Potential exists for exposure to disease/illness;
- Involves travel between program sites, courts, probation, and West Central
